系统评估了1998—2012年中国工业各细分行业的碳排放量、碳排放强度以及碳排放脱钩弹性,分析了中国工业行业碳解锁的进程、特征和影响因素。结果显示:中国工业各细分行业的碳排放强度普遍呈下降趋势,但高排放行业的下降速度较为缓慢;大多数工业行业的碳排放处于相对脱钩状态,高排放行业的碳排放脱钩指数高于中、低排放行业,且高排放行业和低排放行业的碳排放脱钩弹性的波动幅度较大。指出:需要保持工业节能减排与结构调整政策的稳定性和连续性,增强结构性减排在工业碳解锁中的作用,依据行业特征有针对性地实施节能减排以加快行业碳解锁进程。

This paper systematically assesses Chinese sub-industrial carbon emissions,carbon intensities and decoupling elasticities during 1998-2012,and analyzes the process,characteristics and influencing factors of sub-industrial carbon unlock.The results show as follows:the industrial carbon emission intensities generally take on a continuous downward trend,but the carbon intensity of high-emission industries decrease slower than those of low-emission industries;the decoupling relationship of most sub-industries between carbon emission and industrial growth is proved relative decoupling;the decoupling index of high-emission sub-industries is generally higher than that of low-emission sub-industries,but the decoupling elasticities of low-emission and high-emission sub-industries all fluctuate greatly.Finally,it proposes that the stability and continuity of policies should be strengthened,and the role of structural reduction in industrial carbon unlock should be enhanced,and the measures for energyconservation and emissions-reduction should be made and implemented according to the sub-industrial characteristics,so as to speed up the process of industrial carbon unlock.
