基层卫生服务能力建设是一项复杂的系统工程,应从控制大型医疗机构规模、强化政府基层卫生投入、推动基层卫生资源有效配置、提高基层卫生人员能力素质、实行分级诊疗制度、改革医保报销制度、深化基层管理改革等方面,整体推进内蒙古的基层卫生服务能力建设。
基層衛生服務能力建設是一項複雜的繫統工程,應從控製大型醫療機構規模、彊化政府基層衛生投入、推動基層衛生資源有效配置、提高基層衛生人員能力素質、實行分級診療製度、改革醫保報銷製度、深化基層管理改革等方麵,整體推進內矇古的基層衛生服務能力建設。
기층위생복무능력건설시일항복잡적계통공정,응종공제대형의료궤구규모、강화정부기층위생투입、추동기층위생자원유효배치、제고기층위생인원능력소질、실행분급진료제도、개혁의보보소제도、심화기층관리개혁등방면,정체추진내몽고적기층위생복무능력건설。
Primary health care capacity construction is a complicated systems engineering. We should propel it from the following aspects： controlling the proportion of large- scale medical institutions,increasing the input for primary health care,promoting the efficient allocation of health resource,improving the capability and quality of primary health workers,diagnosing and treating by different levels,reforming the reimbursement system of health insurance,deepening the reform of primary health care management.
