在转型期,安全隐患日趋复杂和严峻,农村地区也不例外。与城市相比,我国农村地区安全风险的生成有内在的政治经济逻辑。基层政治经济体制的变革和乡村治理结构的转型改变了基层组织传统的目标函数和行为方式,它们的行为异化使安全风险不断滋生。同时,农村政治生态发生明显分化,＂虚化型政治＂和＂追逐型政治＂在不同村庄内大行其道。农村的安全风险也在基层组织行为异化和农村政治生态分化过程中悄然生成,＂癌症村＂＂血铅＂＂血拆＂和＂血征＂等的大批涌现,在很大程度上折射了转型期农村社会安全风险生成的独特政治经济逻辑。

During the period of transformation,the situation of social security has been becoming more and more complicated and severe in both urban and rural areas in China.Compared with the city,the generation of security risk in the countryside has internal political and economic logic.The reform of political and economic systems and the transformation of governance structure in the rural areas make the grass-roots organizations＇ traditional behaviors changed.And they are increasingly inclined to pursuit more economic interests and political capital.At the same time,political ecology in the rural areas becomes obviously diversified,and＂Hollow Politics＂and＂Profit-oriented Politics＂are popular in many villages.Security risks in the rural areas are also quietly generated because of the behavior alienation of grass-roots organizations and the differentiation of political ecology.In fact,the emergence of a large number of＂cancer villages＂and incidents of＂Blood Lead＂,＂Bloody Demolition＂and＂Bloody Requisition＂reflect the unique political and economic logic to a large extent during the period of transformation.
