＂区域发展带动扶贫开发,扶贫开发促进区域发展＂是新阶段我国连片特困地区扶贫开发的基本思路。新型城镇化是实现这一目标的有效途径。新型城镇化具有人本化、一体化、协调化、融合化和文化化等特征。走新型城镇化道路,有利于对石漠化片区特色资源的开发、助推人口的就地城镇化和实现城乡基本公共服务的均等化。滇桂黔石漠化片区应多措并举,实施＂大县城＂战略,大力增强县城集聚辐射功能;依托交通干线,加快建设一批中心城镇;结合生态移民,建设＂无土安置型＂社区;结合民族特色村寨建设,加快培育一批新型社区,走出一条具有自身特色新型城镇化道路。

The basic thought of poverty- relief program in contiguous exceptional poverty areas of our country is the promotion of regional development to drive poverty- relieving,and the vice versa in the new stage. New urbanization with the characteristics of humanization,unification,coordination,integration and cultural features so on and so force is an effective path to reach this goal. The development of new- type urbanization is helpful to exploit the featured resources in rocky desertification areas,and to promote urbanization of the local population as well as to realize equal basic public service in towns and countryside. Multiple measures and solutions ought be taken at the same time in the rocky desertification areas in Yunnan,Guangxi and Guizhou,such as the implementation of the‘comprehensive towns’ strategy to enhance the radiation function of towns; the construction of a set of central cities and towns rapidly by relying on the backbone of transportation lines; the construction of landless resettlement communities with the combination of ecological resettlement; and the cultivation of a set of new communities with the construction of villages with ethnic characteristics so as to create a road of new urbanization with its own characteristics.
