1928年7月，已开始与斯大林产生路线之争的布哈林找联共（布）中央前反对派首领之一的加米涅夫进行了密谈，目的是让加米涅夫、季诺维也夫等人不要因维护斯大林而攻击自己。加、季则认为不能跟布哈林搞在一起，应与斯大林结成联盟，因为他们的政治主张与斯大林较为接近而同布哈林则相差较远。次年1月，托洛茨基对所获取的布、加密谈记录写了“前言”，并指示其拥护者将“记录”和“前言”以传单的形式在莫斯科散发。布、加密谈由此浮出水面，变成了一起政治事件。斯大林先是以这一事件相要挟，逼迫布哈林集团就范，之后又以该事件为武器对布哈林集团实施了强力攻击，并很快在政治上摧毁了该集团。这一事件对加、季的命运也产生了负面影响，他们不仅未能实现与斯大林结盟的愿望，反而遭到了斯大林等人的怀疑。

Bukharin,who had a1ready started a two-1ine debate with Sta1in,co11ogued,in Ju1y,1928, with Kamenev,one of the former opposition 1eaders of the Soviet Union Communist Party（ Bo1shevik） with the aim to persuade Kamenev and Zinovyev not to attack him in defense of Sta1in. However,Kame-nev and Zinovyev be1ieved that they must enter into a11iance with Sta1in instead of Bukharin,for their po-1itica1 views were nearer to those of Sta1in than those of Bukharin. The next year,Trotsky wrote,in Janu-ary,a“preface”to the minute of the secret Bukharin-Kamenev ta1k,and bid his proponents to circu-1ate in Moscow the“minute”and the“preface”in the form of a 1eaf1et. The secret Bukharin-Kamenev thus emerged,and was turned into a po1itica1 incident. Taking advantage of the incident,Sta1in first compe11ed the Bukharin faction to submit,and then made a brute-force attack against the faction with it as a weapon,and destroyed it quick1y in po1itics. However,this incident exerted negative inf1uence on the fate of Kamenev and Zinovyev. They not on1y fai1ed to bring into their wish to come to an a11iance with Sta1in,but were suspected by Sta1in and others on the contrary.
