产业政策在两岸各自产业发展中有重要作用,同时也是深化两岸产业合作的重要推手。从政策发展演变看,大陆产业政策经历了夯实工业基础、促进产业升级和培育新兴产业三个阶段;台湾产业政策经历投资促进、产业升级和产业创新三个阶段。从政策内容对比看,两岸的共性体现在激励产业升级与创新、注重品牌建设以及培育发展新兴产业;差异性表现在政策类型、形成机制、重点范围和实施手段四个方面。两岸要素禀赋和产业结构互补性的降低以及两岸重点发展新兴产业可能面临的竞争,客观上要求两岸加强产业政策协调,共同推进两岸产业合作深化发展。

Industrial policies have not only played an important role in the respective industrial development on both sides of the Straits, but also acted as an important promoter to deepen their industrial cooperation. From the evolution perspective, the mainland industrial policy has experienced three phases： reinforcing industrial base, promoting industrial upgrading and nurturing new industries, while Taiwan＇s industrial policy has also experienced three phases： investment promotion, industrial upgrading and industrial innovation. Based on the comparison of both sides＇ policies, we can see that their similarities are em- bodied in the encouragement of industrial upgrading and innovation, brand building and developing new industries whereas the differences are reflected in the type of policy, policy formation mechanism, key policy areas and their implementation methods. Therefore, the paper believes that the reduction in eomplementarities of cross-strait factor endowments and industrial structures and the possible competition in new industries require the two sides to strengthen industrial policy coordination and to boost the development in industrial cooperation.
