回顾了河北省国有林场管理体制改革的历程,通过对不同管理层级国有林场在事业发展、森林资源变化、森林经营工作、职工收入、人才队伍建设等方面情况的对比分析表明,河北省林业厅直属林场森林资源增长明显,经营管理持续开展,省管体制较有利于国有林场发展。建议把发展国有林场作为一项重大国家战略,实行高位推动,按照“谁主管、谁负责”的原则,对国有林场实行统一管理,科学确定国有林场管理层级,以促进国有林场事业长期稳定发展,更好地发挥国有林场在生态文明建设中的作用。

This paper reviews the history of the reform of management system of state-owned forest farms in Hebei province, based on different management levels of state-owned forest farms in career development and changes of forest resources, forest management, workers＇ income, the talent team building, etc, comparison and analysis show that the province directly under the provincial forest growth significantly, forest resources sustainable management, province tube system is conducive to the development of state-owned forest farm, suggested that the development of state-owned forest farm as an important national strategy, implement high, according to the principle ＂who supervises, who is in charge of＂, the state-owned forest farm of unified management, science to determine the state-owned forest farm management level, to promote promote state-owned forestry enterprise long-term stable development, better play to the role of state-owned forest farm in the construction of ecological civilization
