如果计划不如变化,企业是否需要制定战略？需要制定什么样的战略？以及如何有效管理战略？这是企业经营环境动态化给企业战略管理研究提出的严峻挑战。通过整合企业战略管理的理性学派与非理性学派的理论贡献,总结了动态条件下的企业战略决策包括了事前主动决策和事中反应性决策;有效的企业战略管理需要有机结合承诺坚定、决策科学和行动迅速。同时,提出有效回应上述挑战的方法应该是将企业战略决策的内容划分为战略承诺、战略决策和战略行动3个有机组成部分,以便企业战略管理者在阶段、对象及方法上进行战略决策和战略管理。

If the environment is changing even faster than a plan draft is initiated,does the company need to formulat a strategy？What kind of strategy does it need？And how to conduct a strategic management？These are severe challenges rooting from dynamic environment faced by the strategic management.This research integrated both theoretical contributions of the rational school and irrational school in strategic management,and revealed the strategic decision should include both proactive and reactive decisions within the dynamic environment,and effective strategic management are depended on the integration of strengthened commitment,scientific decision and rapid action.In order to help the strategic manager to decide in what stage and by what methods to make what kind of strategic decisions,this research put forward an effective way to reply the above challenges,which was to divide the strategic decisions into three integrated parts：the strategic commitment,the strategic decision and the strategic action.
