政策工具选择是政策制定和执行过程中最为重要的环节,对政策效果也具有直接的影响。区域生态治理中的政策工具非常多,包括直接供给、管制、使用者付费、排污权交易、生态补偿、补贴、公众参与等。本文在对国内外政策工具选择理论进行简单梳理之后后,建立分析模型,从政策问题、政策目标、政策工具及其运行环境四个方面分析了鄱阳湖生态经济区区域生态治理中的政策工具选择。在此基础上,从界定政策目标、优化政策工具、塑造良好环境三个方面提出了相关建议,以期能优化政府在区域生态治理中的政策工具选择,从而更好地实现区域生态治理的目标。

Selection of policy tools plays a key role in the process of policy establishment and implementation. And it also have a direct effect on policy outcomes. There are extensive environmental policy instruments in the regional ecological governance of Poyang Lake Ecological Economic Region which include direct supply, regulation, user charge, tradable emission permits, ecological compensation, subsidies, public participation and so on. After teasing out the theory of selection of policy tools, the paper establishes a comprehensive model of selection of policy tools which focuses on four aspects： policy problems, policy aims, policy tools and operating environment. Then, we use this model to analyze the influence factors of selection of environmental policy tools in this region. At last, we give some advice. Therefore the selection of policy tools of the government in regional ecological governance can be optimized in order to better achieve the environmental target .
