对农户行为性质的界定是研究农村金融问题的微观基础,也是有效实施金融反贫困战略的重要依据。基于小农命题引发的理论辨识,可对农村金融市场上农户＂异常＂借贷行为做出逻辑一致的解释,进而为权力当局监管农村金融市场提供线索。小农命题对破解中国农户融资难困境具有重要启示：在设计农村金融制度时,既要加大对生存小农的政策性金融支持,也要充分调动富裕农户的闲散资金组建合作金融组织,并借助差异化政策引导社会富余资金进入西部农村地区,各级政府也要加大对欠发达地区提供金融公共品的力度。

The definition of the nature of peasants＇behavior is a micro-foundation for the research on rural fi-nance issues,and is also an important basis for the effective implementation of financial anti-poverty strategy.Based on theoretical identification from the smallholder proposition,a logically consistent explanation on abnormal credit behaviors of peasants could be made,which provides a clue for rural financial markets of supervision.The smallhold-er proposition provides some enlightment on solving the households＇financing problem.It is necessary to increase the policy-oriented financial support to poor peasants,fully mobilize idle funds of the wealthy peasants to construct cooperative financial organizations,guide social surplus capital into the western rural areas with differentiated poli-cy,and increase financial public goods for less developed areas for all levels of government,when designing the rural financial system.
