近年来非户籍人口在城市中市场、文化和社会等方面的融入都有明显的进展，但在公共服务和公共管理制度体系中仍然遭遇一定的排斥，因此，亟需从权利公平的角度讨论影响非户籍人口平等获得公共服务的制度问题。尽管各地对非户籍人口的公共服务有所进展，但主要是基于工具理性的原则，而不是以社会公平的价值观为主导，因而地方政府在此方面动力不足。权利公平对非户籍人口社会融入具有重要意义。落实非户籍人口在公共管理与公共服务体系中的平等地位，关键是要强调社会公平的价值观，在“权利公平”基础上落实“基本公共服务均等化”原则。在当前居住证制度下推动非户籍人口公共服务均等化包含若干基本要求。

Recently , the non‐household registered people＇s economic , cultural and social inclusions are developing quite well , but there are still some obstacles in the their inclusion in the public services and administrations . From the perspective of right equity , this paper discusses the institutional factors that impact the equal accessibility of non‐household registered people to public services . T his paper believes the development in public services for the non‐household registered people has been , so far , based on the instrumental principles , rather than guided by the value of social equity , and it is one of main reasons of the local governments＇ low motivation in promoting this development . The paper also analyzes the significance of equal rights for their social inclusion , and puts forward that the key precondition for resuming their equal rights is to reinforce the value of social equity , and to implement the principle of“equalization of basic public services” based on right equity . Several key requirements and policy recommendations of propelling equal public services for them should be under the policy frame of current residential card system .
