Public library governance is embedded in the institutional environment, and it is the rational choice for public libraries going towards governance; Public library governance is the implementation mechanism of the public library institution, and the implementation itself also needs relevant institutional arrangements, namely the establishing the library board as the core of corporate governance structure. Achieving the goal of public library governance needs scientific, coordinate institutional arrangements, constructing Public Library Law of PRC and relevant laws, carrying forward the spirit and value system of public libraries.
