The domestic political situation in the Philippines has been shocked by the ＂pork barrel＂. Many sena- tors, congressmen and government officials have been involved in this corruption scandal. The Supreme Court voted unanimously to strike down as unconstitutional specific acts under the controversial Disbursement Acceleration Pro- gram of the Aquino government. Aquino attempted to extend his term by amending the Constitution, but this thought was subjected to numerous criticisms. The Philippines was the second fastest growing economy in Asia, but ordinary people hardly benefited from the economic outcomes. The arbitral proceedings are still continuing. While the Philippines developed better relations with U. S. , Japan and Vietnam, it continued its uncompromising policy towards China in dealing with the South China Sea disputes.
