平壤战役是甲午中日战争中关键一役。战前,掌握兵权的李鸿章因主张调停和议,饱受言路弹章攻击,其手下将领也受到质疑和指责。至数路清军迭次入朝驻扎平壤,因后勤、军纪等原因多有骚动,统兵最多的淮军卫汝贵部又成为清议对象。平壤一役,城南的淮军战果和战况都不落下风,但入朝清军却因北门的失利而溃败。战后追究责任,力战不退的卫汝贵反而成为众矢之的,被描述成未战先逃的败军之将和平壤失守的罪魁祸首。

The battle of Pyongyang is a crucial battle in the Sino-Japanese War in 1894--1895. Be- fore the battle, LI Hong-zhang, the Chief military officer, together with his subordinate generals and sol- diers, suffered from accusation and impeachment for his avocation for peace talks. After Chinese troops entered and stationed in Pyongyang successively, there were various disturbances resulting mainly from military disciplines and logistics. WEI Ru-gui, the general of the Huai troop, whose troop has most sol- diers of all, became the target of political criticism. During the Battle of Pyongyang, the Huai troop won the battle in the south of the city while other Chinese troops of the Qing Empire lost the battle because of the defeat in the north gate. Despite his persistence in fighting, WEI Ru-gui became the target of public criticism. He was described as a defeated command who had escaped before the fight and the main culprit for the lose of Pyongyang War.
