“信息孤岛”作为我国信息化社会发展的重要障碍，正制约着政府组织的发展。本文根据不同标准对政府组织中的信息孤岛进行了分类，借鉴学习型组织理论中系统思考的方法，运用“成长上限”基模对政府组织的发展问题进行分析，探讨了“信息孤岛”对政府组织发展的制约作用，并提出了打破政府组织中信息孤岛的具体措施。
“信息孤島”作為我國信息化社會髮展的重要障礙，正製約著政府組織的髮展。本文根據不同標準對政府組織中的信息孤島進行瞭分類，藉鑒學習型組織理論中繫統思攷的方法，運用“成長上限”基模對政府組織的髮展問題進行分析，探討瞭“信息孤島”對政府組織髮展的製約作用，併提齣瞭打破政府組織中信息孤島的具體措施。

The information isolated island is a great barrier to the development of the information -based society, constantly restricting the development of governmental organizations. This article classifies the information isolated island of the governmental organizations, on the basis of different standards. It applies the systematic thinking method of learning organization theory and the fundamental model of limits to growth to analyzing the restriction effect of the information isolated island on the development of the governmental organizations, and brings up some practical solutions.
