医疗保险制度是构成中国社会保险制度的重要内容，关系到每个公民的切身利益。近年来，中国建立并逐步完善了城镇职工基本医疗保险、城镇居民基本医疗保险和新型农村合作医疗三大医疗保险制度，相对健全的医疗保障体系有效地缓解了看病难、看病贵的难题，切实减轻了患者的医疗费用负担，缓和了日趋紧张的医患矛盾，促进了社会的稳定与和谐。当前中国基本医疗保险制度实行属地化管理，而中国异地就医现象已经越来越普遍，异地就医产生的f夏疗费用逐年递增，患者异地就医需求与属地化管理政策之间存在一定的冲突，产生诸如异地就医报销难等问题。通过对中国异地就医政策现状进行分析与调查研究，我们发现，中国异地就医当前面临若干困境，异地就医费用报销难问题异常突出。在回顾与梳理2009年至今国家出台的相关政策及学者研究成果的基础上，借鉴欧盟异地就医的相关理论与实践，可对优化中国异地就医政策提出新的政策性思考。

Medical insurance system is an important part of Chinese social insurance system, related to the vi- tal interests of each citizen. In recent years, Chinese has established and gradually improved three medical in- surance systems ： the basic medical insurance for urban employees, basic medical insurance for urban resi- dents and the new rural cooperative medical care, which have effectively alleviate the problem of that medical difficult, expensive, reduced patient burden of medical expenses, succeeded to ease the growing tension be- tween doctors and patients conflicts and to promote the social stability and social harmony. The current Chi- nese basic medical insurance system is with territorial management. The Off-Site medical has become more and more popular, while the medical expenses increasing year by year. The Off-Site medical needs and territo- rial management policy are inconsistent and give rise to problem of that difficult to reimburse the Off-Site med- ical expenses. Learn from the advanced idea and practice of Off-Site medical in European Union, we may put forward several policy thinking to optimize the Chinese Off-Site medical policies.
