传统粗放的经济发展方式及其消极影响是中国西部民族地区经济发展、民生改善和社会稳定的严峻制约与重大挑战。针对资源依赖、投资驱动、结构单一和封闭循环等经济发展方式的主要缺陷,依据新时期中国区域总体战略及经济转型目标,西部民族地区必须在明确功能定位的基础上,通过推进经济体制改革与制度创新、确立科学合理的资源开发机制、优化基础设施并增加人力资本投资、构建集中协调的产业支撑型城镇体系以及培育内生增长与可持续发展能力来推进经济发展方式的战略转型。

The traditional extensive economic development mode in ethnic areas of west China and its negative impacts have severely hindered the economic development and posed great challenges to the well - being improvement and social stability in these areas. Re- source dependence, investment -driven development, structural singularity and closed- loop mode are the major defects hindering the development of the ethnic areas of west China. The solutions include the following： it is a must in its strategic transformation to adhere to the overall development plan of west China in the new period, follow the proper ways of economic transformation and institutional re- form, establish a rational and scientific mechanism for resource development, increase investment in its infrastructure and human cap- ital, build an industry -based urban system and cultivate endogenous driving forces and an sustainable development mechanism.
