水利兼衔制度是清代职官制度、中国古代水利职官制度的重大改革,对清代水利发展、中央加强对地方的统治产生了较大作用。本文从水利兼衔与水利职官的变革,清代水利兼衔的职官的范围与层级、时空演进,兼水利衔官员的职责和运行机制等方面对这一问题进行了系统的探讨。
水利兼銜製度是清代職官製度、中國古代水利職官製度的重大改革,對清代水利髮展、中央加彊對地方的統治產生瞭較大作用。本文從水利兼銜與水利職官的變革,清代水利兼銜的職官的範圍與層級、時空縯進,兼水利銜官員的職責和運行機製等方麵對這一問題進行瞭繫統的探討。
수리겸함제도시청대직관제도、중국고대수리직관제도적중대개혁,대청대수리발전、중앙가강대지방적통치산생료교대작용。본문종수리겸함여수리직관적변혁,청대수리겸함적직관적범위여층급、시공연진,겸수리함관원적직책화운행궤제등방면대저일문제진행료계통적탐토。
The system of dual - post water - affairs officials of the Qing dynasty was an important reform on the traditional official sys- tem, and especially the system of water - affairs officials of ancient times in China, and played a crucial role in the management of water conservancy projects and the control of the local governments by the Central Government. This paper gives an incisive analysis of the system of dual - post water - affairs officials of the Qing dynasty and its implications, including its historical changes, its social stratifica- tion, its operation mechanism as well as the responsibilities of the institutions and officials involved.
