本文以FDI的环境效应为切入点,利用Moran I指数对我国FDI与工业污染排放物的空间相关性进行了分析。在此基础上通过变量的空间相关性检验结果以及对比传统面板模型实证结果来说明引入空间计量的必要性,最后通过空间滞后模型(SAR)和空间误差模型(SEM)的计量结果来揭示FDI与环境污染的空间非线性关系。结果表明:FDI和工业污染排放物具有显著的空间相关性,环境污染程度与FDI之间呈"N型"发展关系,并且我国环境污染治理已出现"越治理越严重"的趋势。

After Reform and opening Up, China's economy and people's living standard have improved steadily. At the end of 2011, the actual use FDI of China has reached to 116.011 billion dollars. However, with the influx of FDI, the industrial pollution emissions have increased gradually and the environment pollutions become severe. The methods of time series data and OLS panel data are usually used in the research of analyzing the relationship between FDI and environment pollutions, but the spatial correlation between them has been rarely studied in the previous research. The author makes environmental effects of FDI as the starting point, selects industrial wastewater emissions, industrial emissions and industrial solid waste production as environment pollution indicators, uses entropy method to make the three indicators above dimensionless and calculates the integrated pollution indicators to characterize the environmental pollution. Besides, this paper uses the overall Moran I index to analyze the spatial correlation of FDI and industrial pollution emissions of the whole country. Base on it, the article illustrates the necessity of introducing spatial measurement through the spatial relevance test and the results which compared to the traditional panel model. Finally, the paper reveals the spatial non-linear relationship between FDI and environmental pollution with spatial lag model (SAR) and spatial error model (SEM). In addition, the author adds the completed industrial pollution investment which the government attributes to analyze the effects of environmental regulation to FD1 The results show that the Moran I index trend between FDI and the industrial pollution emission is opposite. The Moran I index of industrial pollution emissions changes significantly slower than that of FDI as a result of policy lag. This article gets the conclusion that the development stages between FDI and the industrial pollution emissions meet "N" shape through the diagnosis result of spatial board model and the environmental pollution becomes serious with the government regulation. In this regard, this paper proposes to use the spatial agglomeration of FDI to reduce the industrial pollution emissions of high density pollution areas, establish a comprehensive prevention system and improve the judicial mechanism and supervision mechanism. At the same time, it is necessary to develop the non-governmental environmental protection organizations and strengthen the supervision of public opinion.
