基于＂中国地方政府创新奖＂案例库,选取2005年第三届的133个和2009年第五届的92个优秀创新案例为样本,对两届政府创新在启动时间、地区分布、创新主体层级分布和类型与创新内容等进行分析比较。研究发现,跨越5年的中国地方政府创新在宏观区域上依然存在显著差异,主要集中在东部和西部地区;在创新内容、主体层级和类型分布等方面未见显著差异,表明中国地方政府创新的特征具有较强的稳定性。

This paper examines 133 and 92 excellent innovation cases in 2005 and 2009 respectively from the Chinese Local Government Innovation Database. It compares their initiative date, locations, innovation organizational levels and types, and innovational contents. It finds that the five-year span local innovation has significant regional difference on the regional （macro） level, that the Western and the Eastern areas have more innovation cases than other areas, while there is no signif- icant variation in innovation contents, organizational levels, and types. It argues that Chinese local government innovation has a stable feature.
