从国家发展的历史和类型来说，单一生态文化区的国家边界与文化边界重合，适应生态环境的文化自然具有戍边的性质；多种生态文化区域构成的国家边界的文化形态多样，戍边的文化方式多样，功能相同。从文化的本质来说，文化的各种因子与文化整体价值观是人生存与发展的物质和精神支柱，人只有在创造、享受和反思文化中才能生存。因此，人在，文化在，边疆就在。从文化外在特征来说，文化交流与传播促进不同国家的边民互相学习、包容理解、认同尊重，从而在通边中达到固边的目标。从国家利益来说，文化是当代解决边疆诸多问题的软实力，国家治边策略既是文化的反映，又是文化戍边的体现。

As far as the history and type of national development are concerned, national boundaries are coincident with cultural boundaries in single ecological culture area. Culture that adapts to the ecological environment can guard the frontier by nature. Various ecological culture areas form different cultural forms of national boundaries. The frontier culture has diverse ways and the same function. Concerning the essence of cuhure, all kinds of factors and the whole values of culture are the material and spiritual pillar to support the survival and development of human being. People can only live in the creation, enjoyment and reflection of cultures. Therefore, people exist, then cultural and frontier exists. For cultural external characteristics, cultural exchange and spread prompt the people of different countries to learn from each other, to tolerate, understand, and respect one another, so as to achieve the goal of fixing the border in the communication. From the national interest, culture is the soft power of governing frontier in contemporary era. State boundary strategy is not only a reflection of culture, but also the embodiment of the frontier cuhure.
