特权是一种特殊的权力或权利,它是滋生腐败的温床.当前,我国特权的源发点从以财产私有制为核心的经济权力转向公有制基础上的政治权力,政治权力成为特权滋生的源头.衍生性特权和新兴权力的特权化是特权形成的两条主要途径.经济特权、政治特权、文化特权和社会特权是我国特权的主要形式,它们形成了共生、互惠和融合的关系.治理特权必须抓住防治政治特权这个关键,同时防止新兴权力的特权化,多措并举,综合治理.

The privilege is a special power or right, also a hotbed for corruption. At present, the starting point of privilege in our country is turning from the economic power based on private ownership to the political power based on public ownership. Hence the political power is becoming the origin of the privilege. Derivative privilege and the privileged new type rights constitute the two paths of privilege. Economic privilege, politic privilege, cul- tural privilege and social privilege are the main types of the privilege in China. They have formed a symbiotic, re- ciprocal and syncretic relationship. Governance of privilege must be based on the prevention of the political privi- lege and privileged new type of power. A comprehensive governance may be achieved by adopting a multi-measure solution.
