2014年,司法改革的总体规划和具体方案陆续出台。法院在法官员额制等司法人员管理体制试点、法院机构改革、平反冤假错案、取消考核排名等方面取得进展,检察院继续深化人民监督员制度改革、加大反腐力度。十八届四中全会首次以＂依法治国＂为主要议题。但要实现依法治国、依宪治国乃至推动司法的实质性改革,当务之急是建立违宪审查制度。

2014년,사법개혁적총체규화화구체방안륙속출태。법원재법관원액제등사법인원관리체제시점、법원궤구개혁、평반원가착안、취소고핵배명등방면취득진전,검찰원계속심화인민감독원제도개혁、가대반부력도。십팔계사중전회수차이＂의법치국＂위주요의제。단요실현의법치국、의헌치국내지추동사법적실질성개혁,당무지급시건립위헌심사제도。
In 2014, the blueprint of China＇ s judicial reforms and particular policies met the world succes- sively and pilot projects in selected areas and departments were also initiated one after another. The court im- proved its personnel management systems including a numerical quota of judges, reformed its institutional sys- tem,redressed miscarriages of justice and canceled performance rankings. The procuratorate deepened its re- forms in the system of ＂People Supervisors＂ and upgraded their countermeasures against government corrup- tion. And the notion of＂ rule of law＂ has been first raised as a theme of a CPC Central Meeting during the 4th plenary session of the 18th CPC Central Meeting. Nevertheless ,in order to realize a rule of law, constitutional- ism, and even promote sustantial judicial reforms in China, the priority now is to establish a system for constitutionality review.
