运用新制度经济学分析了我国农村五保供养制度的变迁过程及表现特征,认为当下五保供养＂国家化＂的过程中存在着诸多问题。解决这些问题,应确立起五保供养的制度规则,重点发挥需求诱致型制度变迁的作用并提升政府的学习和回应能力。
運用新製度經濟學分析瞭我國農村五保供養製度的變遷過程及錶現特徵,認為噹下五保供養＂國傢化＂的過程中存在著諸多問題。解決這些問題,應確立起五保供養的製度規則,重點髮揮需求誘緻型製度變遷的作用併提升政府的學習和迴應能力。
운용신제도경제학분석료아국농촌오보공양제도적변천과정급표현특정,인위당하오보공양＂국가화＂적과정중존재착제다문제。해결저사문제,응학립기오보공양적제도규칙,중점발휘수구유치형제도변천적작용병제승정부적학습화회응능력。
From the point of view of neoinstitutional economics, analyze the process and the characteristics of the institutional change of the five guarantees supporting in rural areas and maintain that that are many problems in the ＂nationalization＂ of the five guarantees supporting. Aiming to solve these problems, establish the institutional rules of the five guarantees supporting and especially exert the role of the demand - derivative institutional change in order to promote the government＇s learning and responsive capabilities.
