本研究将环境污染梯度转移从产业梯度转移中剥离出来,提出了环境污染梯度转移这一新假说并对其进行界定,在此基础上提出了一种联合检验方法,检验证明我国存在环境污染梯度转移的现象,并对影响污染梯度转移是因素进行了实证分析。本文研究表明,地方政府的招商引资政策对环境污染梯度转入有显著促进作用,污染密集型产业是造成一个地区污染物排放量上升的重要因素。而环境准入措施和环境处罚措施在一定程度上制约了该地区的环境污染梯度转入。本研究为控制环境污染的梯度转移提出了一系列对策建议。

This paper extracts gradient transfer of environmental pollution from industrial gradi- ent transfer, then proposes and defines a new concept-gradient transfer of environmental pollution. On this basis, the paper proposes a joint test approach and certifies that gradient transfer of environ- mental pollution exists in China. In the east, gradient transfer of environmental pollution has been formed in Hebei province from ：2000 to 2006 ; in the central region, gradient transfer of environmen- tal pollution has been formed in Shanxi, Anhui, Jiangxi and Henan provinces from 2000 to 2011 ; in the western region, gradient transfer of environmental pollution has been formed in Inner Mongolia, Qinghai and Ningxia from 2000 to 2011. This paper empirically analyzes the factors that affect gradient transfer of environmental pollution and the studies show that the local government＇ s capital at- traction policy plays a significant role in promoting gradient transfer of environmental pollution, and pollution intensive industry is a very important factor caused regional pollutant emissions rise. The environmental access measurements and environmental penalties protect the region from gradient transfer of environmental pollution in a certain extent. This study provides a series of suggestions to control gradient transfer of environmental pollution.
