通过对终身教育政策文件实证分析发现,河北省在社区教育、残疾人教育、干部教育、企业职工教育、专业技术人员教育、青年创业教育、人力资源服务业人员培训等终身教育体系的几个部分以及理念与认识、组织机构、教育培训机构、经费投入、培训对象、学习资源、培训方法手段方式、激励措施等几个方面取得了一定的成绩或进展,但对照"完善终身教育体系,建设学习型社会"的标准和要求发现,河北省终身教育仍然存在着诸多问题。针对存在的这些问题,河北省应该在终身教育政策设计方面做好四个方面的工作:继续强化对构建终身教育体系,建设学习型社会的认识;进一步加大政府协调、管理、统筹力度;更加明确对终身教育的财务政策;努力改变终身教育发展不平衡的问题。

Through empirical analysis on current lifelong education policies, the study finds that Hebei province has made achievements to a certain level in the strands of lifelong education system, such as community education, education for the disabled, cadre education, enterprise staff education, professionals ed- ucation, business starting education for the youth and training for service industry personnel, and in philosophy understanding, organizations, educational training agencies, financial input, training object, learning resources, means and methods of training and motivational techniques. However, according to the criterion and requirements of "perfecting lifelong education system and constructing learning society", there are still many problems. Therefore, ways are suggested in the scientific design of lifelong education policies, which involves reinforcing constantly construction of lifelong education system and understanding the significance of constructing learning society, stepping up government's efforts to coordinate, manage and plan, Clarifying further financial policies to lifelong education and changing the status quo of uneven development of lifelong education.
