办学自主权是民办高校建立发展的基础,是保障民办高校办学质量和能力的内在要求,反映了教育发展的内在规律。然而目前民办高校多项办学权力受到限制,办学自主权的实现有诸多障碍,无法充分发挥自身的办学特色和竞争优势。应从完善教育立法、继续转变政府职能,破除体制障碍、创新完善民办高校内部治理结构、建立健全教育中介组织,鼓励社会力量参与等方面来保证高校办学的自主权,从而促进民办高校的迅速发展。

School autonomy is the basis for the establishment and development of private colleges. It is an inherent requirement of private colleges to ensure the quality and capacity of the school, which reflects the inherent law of education development. However, a number of school running rights of private colleges are under control restrictions, the achievement of school autonomy has many obstacles, which cannot give full play to their own school characteristics and competitive advantages. Solutions of changing this status should start with the following aspects： improve the education legislation and continue to transform government functions, remove the institutional barriers, perfect and innovate the internal governance structure of private colleges, establish sound education intermediary organizations and encourage social forces to participate, thus to protect school autonomy and accelerate the healthy development of private colleges.
