发展战略性新兴产业是我国立足结构转型和着眼未来经济布局的重大战略决策。通过在国家层面对发展战略性新兴产业特殊经济背景进行分析,得出地方层面在布局战略性新兴产业时应与传统产业协同发展的基本结论,但现阶段各地区均不同程度存在发展战略性新兴产业趋同和传统产业让位的情况。根据趋同成因的不同,将战略性新兴产业培育识别问题界定为＂因资源禀赋而促进转型升级＂的正向评价和＂因外部引进而导致羊群跟随＂的负向评价两种类型,给出基于正向评价的技术发展路径,并提出基于外部效应的＂技术引进—要素升级＂和＂产业转移—模式创新＂两类传统产业升级改造路径。

Strategic emerging industry was China＇s important strategic decision which was focused on economic restructuring and pattern adjustment. Through analyzing the special economic background of developing strategic emerging industries and concluded that there would exist a collaborative relationship between strategic emerging industries and traditional industries, but the current situation was that traditional industries given development space to strategic emerging industries but when the suigenderism of strategic emerging industries were seriously convergence to varying degrees at different area in China. According to the different causes of convergence, classified the problem of recognition of strategic emerging industries into positive evaluation of ＂transformation and upgrading due to natural resource＂ and negative evaluation of ＂sheep following effect due to external introduction＂ two types, meanwhile, put forward two type of reform and upgrading path of ＂Technology Import Elements Upgrade＂ and ＂Industry Transfer-Model Innovation＂ which were based on external effect of the two traditional industries.
