环保产业是战略性新兴产业,其发展的根本是高新环保技术的研发和应用,因而环保产业与高校、科研院所合作进行协同创新十分必要。对近年来环保产业数据的定性分析可知,环保产业仅依靠市场的力量是不能繁荣发展的;政府可通过营造良好的协同创新环境,建立有利于环保产业协同创新的风险投资体系,扩大财政支出中的＂环境保护＂项支出和提高对排污企业污物处理要求,加大对环保产业协同创新的资金补助和税收减免、制定贯穿环保产业协同创新始终的法律政策等,发挥对环保产业协同创新的主导作用。
