By defining the resources of science and technology policy and its optimization, this paper described research status of science and technology policy of resource allocation, discussed the basic dimensions and restricting factors of policy of science and technology resources allocation, and three basic principles for science and technology policy of resource allocation, that is the range maximum of subject participation allocation, maximum configuration of the public interest and minimum social allocation.
