我国存款保险制度历经20年发展即将推出,而与之相随的道德风险防范问题也被提上议事日程。在借鉴国内外学者研究的基础上,分析各参与主体的道德风险形成机制和循环机制,进而从不同参与主体角度提出降低其道德风险的防范措施。具体的防范措施主要有以强制保险原则取代政府的＂软保险＂,对投保银行进行独立的综合风险等级评估,实施限额理赔和差别保险费率原则,存款人和投保银行风险共担等。

China＇ s deposit insurance system is coming soon after the development of 20 years. The problem of preventing the moral hazard has also been put on the agenda with the attendant. On the basis of learning from the research of domestic and abroad scholars, analyzing the formation and recycling mechanism of moral hazard involved in the subject from different angles, and then proposing preventive measures to reduce the moral hazard of different subjects, rewarding to the smooth running of the deposit insurance system and long-term stability of the financial order in China.
