采用社会学分层随机抽样的方法,对天津市中小学学校体育工作进行调查,发现其学校体育工作存在诸如学生体质健康水平持续下降、学校体育教学日益边缘化、体育教师人员短缺且力量薄弱、体育教师合法权益保障率低、学校体育专项经费投入不均、学校体育风险管理体系不健全、学校体育绩效评价权重依然甚微等发展瓶颈,急需从如下途径加以破解:把控体育教学质量提升青少年体质健康;聚合各方力量助推学校体育优先发展;保障教师合法权益培育优质师资队伍;加大经费拨付力度,优化体育场地器材设施;加强体育风险管理,确保体育教学安全高效;完善教育评价体系,提升体育绩效评价权重。
採用社會學分層隨機抽樣的方法,對天津市中小學學校體育工作進行調查,髮現其學校體育工作存在諸如學生體質健康水平持續下降、學校體育教學日益邊緣化、體育教師人員短缺且力量薄弱、體育教師閤法權益保障率低、學校體育專項經費投入不均、學校體育風險管理體繫不健全、學校體育績效評價權重依然甚微等髮展瓶頸,急需從如下途徑加以破解:把控體育教學質量提升青少年體質健康;聚閤各方力量助推學校體育優先髮展;保障教師閤法權益培育優質師資隊伍;加大經費撥付力度,優化體育場地器材設施;加彊體育風險管理,確保體育教學安全高效;完善教育評價體繫,提升體育績效評價權重。

Through the sociological research method of stratified random sampling, the present study has conducted a thorough investigation on school physical education and sports (SPES) at primary and sec- ondary schools in Tianjin. The results show that problems such as continuous decline of students' physi- cal health, increasingly marginalized SPES, shortage and weakness of the physical education (PE) teach- ers,poor safeguard for PE teachers' legitimate rights and interests,uneven investment of special funds for SPES, unsound SPES risk management systems and low proportion of SIDES in performance evaluation constitute a bottleneck for the development of SPES. It is, therefore, necessary to solve the problems in the following ways~ to enhance the adolescents~ physical health by improving PE teaching quality, to boost the prior development of SPES by polymerizing various forces, to cultivate high-quality PE teachers by protecting the legitimate rights and interests of the PE teachers, to optimize the sports venues, equip- ment and facilities by increasing the allocation of fundingl to ensure the safety and the efficiency of SPES by strengthening the SPES risk management, and to improve the SPES performance evaluation weights by perfecting the educational evaluation system.
