中国经济增长步入新常态，应该特别关注经济增长质量。与局限于量变范式界定经济增长质量的现有研究不同，文本从发展视角出发，把经济增长质量视作增长过程中所蕴含的发展，并进一步将其界定为蕴含于经济增长过程之中并由经济增长所带来的可行能力的提升。这一界定不仅回归经济增长质量的实质，从而避免了现有研究的各种问题，更重要的是，在理论上架起了增长和发展之间的逻辑桥梁，有利于探索复杂经济体内部的作用机制及其变化方向，在实践上能够为制定促进经济高质量增长的政策提供依据。

As China＇s economic growth comes into a ＂New Normal＂, special care should be given to the quality of economic growth.
