党的十八大提出加强中国特色新型智库建设后，高校智库的建设和发展成为中国高等教育的重要议题。高校智库在决策咨询中可以充分利用其学科全面和人才密集的优势，然而其现存的发展困境也不容忽视，特别是高校智库决策咨询研究的“不接地气”反映了其知识生产的封闭性。文本描述了该封闭性的特点，分析了其封闭性的原因，并从知识社会学的视角出发，论证了打破这种封闭的必要性。最后，文本为构建知识生产和社会实践之间的良性互动提出了四点建议：建设中国特色的“旋转门”、把决策咨询作为学术评价的一个标准、创新高校知识生产体制机制和建设成熟的智库市场。

Since better construction on new-type think banks was proposed at the C.P.C 18th Congress, the constructionand development in the think banks of higher-education institutions have been put into the priority agenda of China＇s highereducation. The think banks can take advantage of their all-range subjects in full supply of professionals but developmentpredicament is not to be neglected, especially ＂ivory tower＂ research in policy consultation made by think banks of highereducation institutions.
