在全球贸易体系变革的背景下,中国提出＂一带一路＂的战略构想,表现出后WTO时代主动参与国际贸易新规则制定的国家意志。利用现有的上海合作组织经济合作机制,推进中国-中亚贸易自由化,使之成为连接欧亚大陆,平衡沿线各国经济发展的丝绸之路中亚桥梁。对提升中国在全球贸易格局中的战略地位具有重要的意义。文本基于可计算一般均衡（CGE）模型的政策模拟分析,通过对中哈双边贸易自由化的模拟研究,来说明推进中国-中亚贸易自由化的必要性、可行性和有效性。

At the backdrop of reform on global trade system, China initiates the strategic concept of ＂silk-road economicbelt＂ and shows state will to participating in formulating new rules for international trade in post-WTO age. By applying SCOeconomic cooperation mechanism available, we should facilitate China-central Asia trade liberalization to make it becomecentral-Asia bridge on the Silk Road to connect Euro-Asia continents and balance economic development of different countriesalong the road, which bears great significance on China＇s strategic status to be promoted in global trade pattern.
