The Lifelong Liability of Major Administrative Decision-Making; Ruling the Country by Law; ＂Dual-Track＂ Archive System
＂双轨型＂档案制度,是通过建立重大行政决策事项档案和行政领导个人重大行政决策档案,并且将其运用到重大行政决策终身追责机制中的一套制度体系设计。本文在对＂双轨型＂档案制度内涵、特点进行分析的基础上,针对当前重大行政决策责任终身追责面临的追责意识淡薄、追责依据缺失、追责对象模糊、追责时效有限等困境,从档案资源的收集、整理、鉴定、保管、转递等过程对＂双轨型＂档案制度进行建构,通过注重档案结果运用、强化决策流程管理、加强决策权限监督、发挥双轨制度合力等途径来体现＂双轨型＂档案的制度优势,同时从程序启动、责任评估、追责实现三个阶段构思＂双轨型＂档案制度在重大行政决策终身追责中的运作模式。
＂雙軌型＂檔案製度,是通過建立重大行政決策事項檔案和行政領導箇人重大行政決策檔案,併且將其運用到重大行政決策終身追責機製中的一套製度體繫設計。本文在對＂雙軌型＂檔案製度內涵、特點進行分析的基礎上,針對噹前重大行政決策責任終身追責麵臨的追責意識淡薄、追責依據缺失、追責對象模糊、追責時效有限等睏境,從檔案資源的收集、整理、鑒定、保管、轉遞等過程對＂雙軌型＂檔案製度進行建構,通過註重檔案結果運用、彊化決策流程管理、加彊決策權限鑑督、髮揮雙軌製度閤力等途徑來體現＂雙軌型＂檔案的製度優勢,同時從程序啟動、責任評估、追責實現三箇階段構思＂雙軌型＂檔案製度在重大行政決策終身追責中的運作模式。

＂Dual-track type＂ archive system is a set of system design, through the establishment of major administrative decision-making issues＇ archives and the administrative leaders＇ personal major administrative decision-making archives, applied to the lifelong liability system of major administrative decision-making. On the basis analysis of the ＂dual-track type＂ archive system＇s connotation, characteristics, in view of current lifelong liability of major administrative decisionmaking＇s challenges for facing the weak consciousness of liability, loss of liability basis, fuzzy liability object, time limitation of liability, etc, constructed the ＂dual-track type＂ archive system from collecting the archive resources, sorting, identification, storage, and transmission, by focusing on archives＇ results using, strengthening the management of decision-making process, strengthening the authority supervision of decision-making and co-operating dual-track system and so on to reflect the superiority of ＂dual-track type＂ archive system, at the same time from the activation, responsibility assessment and realization of liability three stages design the lifelong liability operation pattern of ＂dual-track type＂ archive system in the major administrative decisionmaking.
