文章结合国际投资环境理论和石油产业特点建立了石油投资环境评价指标体系,利用熵权法和物元模型以及整理后的权威数据,确定评价指标权重并评价非洲五大产油国的石油投资环境。评价结果显示,尼日利亚和利比亚的石油投资环境最优,安哥拉次之,阿尔及利亚稍差而埃及最差。与此同时,文章给出了非洲五大产油国石油投资环境中应着重注意的极端指标,并针对五大产油国存在的极端指标,分析非洲地区整体石油投资环境存在的主要问题和相关国家、组织的应对办法,认为当前非洲地区的石油投资环境是利大于弊,机遇多于挑战。

The theory of international investment environment and the characteristics of the oil industry are taken into account to deter- mine the oil investment environment evaluation index system. The entropy weight method and the matter- element model theory with authoritative data are used to determine the weights of the evaluation index and evaluate the investment environ- ment of top five oil - producing countries in Africa. Evaluation results show that the investment environment in Nigeria and Libya are the best, Angola follows, Algeria is slightly worse, and Egypt is the worst, and several extreme indicators should be focused on in these five countries. Based on these top five oil -producing countries＇ extreme indicators, we analyze the main problems of the whole African oil investment environment and the solutions to these problems. The advantages of cur- rent oil investment environment in Africa outweighs the disadvantages, where there are more opportunities than challenges.
