基于林业统计数据,运用复合系统协同度模型,对新一轮集体林权制度改革以来四川省林业复合系统现代化发展的协同度进行实证分析。研究结果表明：林业复合系统现代化发展的协同度不高,但呈波动上升演变态势;林业子系统发展的有序度由高到低依次是产业经济子系统、建设保障子系统、社会文化子系统、生态资源子系统;建设保障子系统的有序度与林业复合系统协同度的线性耦合度最高。在此基础上提出：继续深化集体林权制度改革相关配套改革;克服＂木桶效应＂,加强对林业复合系统＂短板＂子系统的扶持;发挥建设保障子系统的杠杆调节作用;加强各子系统的＂反哺＂与互补;建立健全林业现代化协同发展绩效评价、监测与预报体系等政策建议。

Based on the forestry statistical data, the composite system coordination degree model was applied to empirical analyze the degree of forestry modernization coordinated development since the col- lective forest tenure reform in Sichuan province. The results show that： firstly, the synergy degree of forestry system in Sichuan province is not high, but shows the trend of fluctuated rising evolution; secondly, the orderly development degree of forestry subsystem from high to low in turn are the indus- try and economic subsystem, the construction of security subsystem, the social and cultural subsys- tem, the ecological resources subsystem ; thirdly, the order degree of the construction of security sub- system is highest with the linear coupling coordination degree of forestry composite system. Based on the research conclusion, this article proposes some feasible suggestion that promotes the modernization coordinated development of forestry complex system, for example, continue to deepen collective forest tenure reform; overcome the ＂barrel effect＂, enhance the support to the ＂short board＂ subsystem of forestry system; play the leverage adjusting role of the construction of security subsystem; Strengthen the ＂feedback＂ and complementation of each subsystem; Establish and improve the performance e- valuation, monitoring and forecasting system of the coordinated development of the forestry complex system.
