在对上海、北京、武汉等地调研的基础上，本文首先研究了中国研发外包的现状和特点，认为当前产业已经呈现出融合发展的态势。然后，分析了中国研发外包发展中存在的问题与挑战。最后，从促进贸易投融资便利化、制定产业指导目录、统筹相关行业融合、搭建公共平台、应对人才问题、提升企业竞争力等六个方面提出“十三五”时期中国研发外包战略发展的对策。
在對上海、北京、武漢等地調研的基礎上，本文首先研究瞭中國研髮外包的現狀和特點，認為噹前產業已經呈現齣融閤髮展的態勢。然後，分析瞭中國研髮外包髮展中存在的問題與挑戰。最後，從促進貿易投融資便利化、製定產業指導目錄、統籌相關行業融閤、搭建公共平檯、應對人纔問題、提升企業競爭力等六箇方麵提齣“十三五”時期中國研髮外包戰略髮展的對策。

Based on survey on Shanghai, Beijing, Wuhan and other cities, this paper firstly studies the status and characteristics of China＇s R＆D Outsourcing, points out that the industry has shown a trend of convergence. Then, analyzes the problems and challenges existed in the development of R＆D Outsourcing. Finally, facing the 13th five-year plan period, puts forward some countermeasures for the strategic development of China＇s R＆D Outsourcing from such six aspects as improving the level of trade and financing facilitation, formulating the guideline catalogue, coordinating the development of relevant industry, building public platform, dealing with the problem of talents, enhancing the competitiveness of enterprises.
