改革开放以来,中国已经连续21年成为利用外资最多的发展中国家,不断增加的外商投资有力地推动了中国经济发展,也提升了中国出口贸易质量和国内企业技术进步。在经济全球化和一体化深入推进、国际产业加快转移的背景下,中国扮演了＂世界工厂＂的角色。一定程度上,中国环境的不断恶化不仅有自身经济发展过程中忽视环境治理的因素,也有来自于跨国公司在华投资采取的双重环境标准和跨国界污染转移带来的巨大负面效应。随着外资的不断进入和中国经济的发展,提升环境质量与保持经济稳定发展间的两难冲突日益显现。因此,中国必须优化外资进入的产业领域,完善利用外资与环境保护相协调的法律法规,强化对外资的生产监管,以达到提升利用外资质量和环境保护的双重目标。

To some extent, the deteriorating environment in China has not only caused by neglect of environmental governance, but also by the double environmental standards from multinational corporations and cross-border environmental pollution has be- come the huge negative environmental effects with foreign investment and China＇s economic development, the con- flict between the environmental quality and economic development is increasingly apparent.
