Richard Hoggart is an important figure that cannot be ignored when it comes to the study of culture by the Birmingham school in Britain. By selecting the working class in post-war Britain as the subject for his study,in such a u- nique way, he established their political and cultural status;besides, he explored into the study of culture by taking into the consideration the grand fields of social life on the basis of Marxism,combined the culture and average people＇s daily life on the basit of issue consciousness, and expressed the appeal for the care of reality and an ideal society on the basis of the idea of cnltural equality ,which embodies the value and meaning of cultural study. Regretfully, it was neglected by most of the scholars, especially its theoretical significance and practical value, due to various reasons. Even in this situation,it is still a pioneer in the history of cultural study either in terms of its contents or in terms of its form.
