在分析建筑业低碳竞争力影响因素的基础上,构建了区域建筑业低碳竞争力评价指标,基于评价指标的混合型特性,提出了基于优势度的混合型多属性决策的评价方法,利用该方法对湖北、广东、陕西、云南四省建筑业的低碳竞争力进行了评价.结果表明:四省中湖北省建筑业的低碳竞争力最强,云南省最弱;建筑业废水排放达标率、固体废弃物利用率以及能源碳和原材料碳排放效率是影响区域建筑业低碳竞争力的核心因素,由此提出了提高我国建筑业低碳竞争力的对策和建议.

Based on the analysis of many influencing factors of low carbon competitiveness in building industry, this paper sets up the low carbon competitiveness evaluation index of building industry. Due to the hybrid features of the evaluation index, the author puts forwards the method of hybrid multiple attribute decision making evaluation based on dominance degree. And by means of aforesaid evaluation methods, the author evaluates the low-carbon competitiveness of four provinces: Hubei, Guangdong, Shaanxi and Yunnan Province. The result indicates that, the low-carbon competitiveness of the building industry of Hubei Province is the highest and that of Yunnan is the lowest. The standard- reaching rate of sewage discharge, the utilization rate of solid waste, and the carbon emission efficiency of raw materials are the core factors that affect low-carbon competitiveness in building industry. Finally, it puts forward some measures and proposals to improve the low carbon competitiveness of the buildin~ industry in China.
