海上执法模式有综合执法模式与分散执法模式之分,不同的执法模式具有不同的功能,适用于不同的国家实践。从海上执法力量构成及其活动开展分析,我国南海海上执法仍为分散执法模式,但从执法环境、执法对象等方面考虑,南海海上执法应选择综合执法模式。为此,我国应从建设机构、统一规范、明确权限等方面推进南海海上综合执法模式的建设,而三沙市也应积极参与南海海上综合执法模式的建设。
海上執法模式有綜閤執法模式與分散執法模式之分,不同的執法模式具有不同的功能,適用于不同的國傢實踐。從海上執法力量構成及其活動開展分析,我國南海海上執法仍為分散執法模式,但從執法環境、執法對象等方麵攷慮,南海海上執法應選擇綜閤執法模式。為此,我國應從建設機構、統一規範、明確權限等方麵推進南海海上綜閤執法模式的建設,而三沙市也應積極參與南海海上綜閤執法模式的建設。

The law enforcement model at sea is divided into comprehensive law enforcement model and disper- sive model. The functions are different as to different models, and they should be used according to different countries. At present, dispersive model is applied at the South Sea in our country. However, according to their functions, it is suitable for us to adapt the comprehensive one, because it matches the situation of the adminis- trative law enforcement. Therefore, we should promote the construction of integrated maritime law enforcement model at the South China Sea by perfecting the institutions, unifying standard, and defining the authority and so on. The city of Sansha should also be actively involved in the construction of integrated maritime law enforce- ment mode at the South China Sea 1.
