民国初年,北京贫民人数众多、生活困苦。为了改变下层民众的生存状态,社会各界针对不同贫困、弱势群体发起了形式多样的救济活动,展现了官方和民间并举互助、救济方式由传统向现代转型、重视教育救济等救济特点。有力的财政支持、重视民间救济的作用、发挥新闻媒介的宣传和反馈功能是这一时期的济贫活动给我们的启示。

A great number of people in Peking had been suffering greatly from poverty in the early Republic of China. In order to improve the living condition of the lower-class, all sectors of society organized relief activities in various forms aiming at different vulnerable groups. The main features of these activities were mutual help of the official and unofficial relief, transformation of the remedies and tendency of the education relief. Storng financial support, the importance of unofficial relief and the function of news media are the valuable enlightment for today.
