本文对城市治理体系中治理主体进行了界定,明确提出服务型政府、责任型企业、协调型非营利组织和参与型市民四大定位,并对各主体职责进行了梳理,为进一步明确城市主体间的相互关系,为治理体系的构建和运行机制建立基础。

The system of urban governance represents the subjects, their structures and the relations among them.
