本文以安康为对象,以规划编制、规划审查与项目审批、建设工程质量安全为重点,对陕南新型城镇化的移民搬迁工程进行分析,结论显示存在质量监管介入不够、规划深度不够、多规融合缺乏等问题,需要高质高效编制移民搬迁系列规划;强化规划审批和主动跟踪管理;加强生态保护,加大跨区搬迁;以合同为中心规范招投标,确保新型城镇化下移民搬迁规划建设有序开展。

the Relocation of People in shaannan is the important kind of project conservancy resetllement, which is also the key driving force to realize its new urhanization. Taking the Ankang resettlement community as an object to analysis the current problem for shaannan new urbanization, which takes planning, project planning review-approval, construction quality and safety as the key points, the investigation results show there are still many problems, such as the not enough existence of quality control, lack of deep planning, short of integration planning. Based on this, the paper puts forward the following five countermeasures： high-quality, efficient preparation of migration series planning; strengthening county planning approval and active tracking management; planning process, strengthen ecological protection, and increasing cross-relocation; guarantee planning movement accurately and rigidity; contracting as the eenter of the bidding specifications, to ensure the relocation plan carry out in order and engineering quality steadily under the new urbanization.
