保障少数人权利是人权保障的重点和难点,也是衡量人权保障质量的重要标准。少数人概念的界定不应仅依据人口数量,还应依据该群体的种族身份、宗教信仰、语言文字、文化传统等综合因素。在科学界定其概念的基础上,应根据少数人权利保护的历史传统和自身特点厘清少数人权利保障的具体内容。最后通过倾向性政策、民族区域自治制度及相应司法制度的制定和建立,使少数人权利保障的目标得以实现。

Safeguarding the rights of the minority is of great importance and difficulty to the protection of human rights, and it is also the essential standard used to measure the quality of the safeguarding of human rights. The definition of the minority not only concerns the amount of the population, but also concerns some comprehensive factors like the people＇s ethnic identify, religious belief, language and characters, culture and tradition. On the basis of scientific definition of its concept, we should make the concrete content of safeguarding the minority rights clear according to the tradition and characteristics of the minority rights. In the end, we can achieve safeguarding the minority ＇s rights through tendentious policies, the region of national regional autonomy and the establishment relevant judicial system.
