承包责任制推行后农村普遍出现了“分有余而统不足”与近来“农村空心化”局面,如何再次激发农村活力与实现农业永续发展问题突显;发展新型农业经营主体正是解决“谁来种地”、“如何种地”和激发农村活力等的战略选择。湖南新型农业经营主体大多从家庭承包经营衍生出来,近年来发展很快,但仍存在土地成片流转难、融资渠道较窄、农业基础设施落后、新型职业农民群体不足、农业产业服务滞后和组织化程度低等问题,在系统总结并借鉴已有的典型模式的经验基础上,提出了完善湖南新型农业经营主体的政策机制,其中,加速农地流转以解决“农地流转难”、完善农村金融服务以解决“融资难”、构建农产品营销网络以解决“营销难”三个核心问题至关重要。

After the implementation of the contract responsibility system,rural areas face various problems,how to stimulate the vitality of rural areas again and realize sustainable development of agricul ture highlights;Development of new agricultural business entities is the strategic choice to solve the“Who farming”,“how farming”and stimulate rural vitality. New agricultural business entities are mostly derived from the household contract out, has developed rapidly in recent years in Hunan,but there are still pieces of land transfer is difficult,financing channels narrow,backward agri-cultural infrastructure, lack of new occupational groups of farmers, agricultural industry and organizational services lag low level of problem. In the system summary and learn the experience of typical models,to build policy mechanisms of new agricultural operating system;Three of the core issues is essential to accelerate the transfer of agricultural land in order to solve the“agricultural land transfer difficult”, improve rural financial services in order to solve the“financing difficulties”to build agricultural marketing network to solve the“marketing difficult”.
