承包责任制推行后农村普遍出现了“分有余而统不足”与近来“农村空心化”局面，如何再次激发农村活力与实现农业永续发展问题突显；发展新型农业经营主体正是解决“谁来种地”、“如何种地”和激发农村活力等的战略选择。湖南新型农业经营主体大多从家庭承包经营衍生出来，近年来发展很快，但仍存在土地成片流转难、融资渠道较窄、农业基础设施落后、新型职业农民群体不足、农业产业服务滞后和组织化程度低等问题，在系统总结并借鉴已有的典型模式的经验基础上，提出了完善湖南新型农业经营主体的政策机制，其中，加速农地流转以解决“农地流转难”、完善农村金融服务以解决“融资难”、构建农产品营销网络以解决“营销难”三个核心问题至关重要。
