服务外包产业是现代高端服务业的重要组成部分。在一系列支持性政策的刺激和服务外包示范城市的带动下,我国服务外包规模迅速扩大,结构不断优化,产业发展水平全面提升。与此同时,服务外包产业在结构、国际国内市场协调发展等方面还面临着诸多困境。借鉴印度、爱尔兰等国的经验,我国发展服务外包产业,应实现规划引领,建构服务外包产业支持政策体系;发挥服务外包示范城市的带动作用,建立区域合作机制;抓住“一带一路”和自由贸易试验区建设战略的机遇,开拓国际国内市场;锻造适应服务外包产业发展需求的橄榄型的人才队伍,建立健全服务外包人才引进、培养、使用、激励机制;注重服务外包知识产权保护,做好服务外包的理论研究和评价统计工作。

Service outsourcing industry is an important part of modern high-end service industry. Under the impetus of a series of supportive policies and the lead of service outsourcing demonstration cities, the scale of service outsourcing in China is rapidly expanding, the structure is optimized and the industry development level is overall promoted. At the same time, the service outsoureing industry is facing many difficulties in the aspects of structure, international and domestic market coordination development, etc. Learning from the experience of India, Ireland and other countries, China should achieve the planning lead, and construct the support policy system of service outsourcing industry. Service outsourcing demonstration cities should play a leading role. China should seize the opportunity of the "One Belt and One Road" strategy and the free trade test area construction strategy to develop international and domestic markets; establish and improve the service outsourcing talent introduction, training, use, incentive mechanism; focus on intellectual property protection of service outsourcing, do a good job on service outsourcing theory study and evaluation of statistical work.
