农村宅基地流转问题是河南农村经济社会改革和发展的重要内容。宅基地流转后,可以推动农民从第一产业向第二、第三产业转移,同时推动新型城镇化的快速发展。农民进行宅基地流转并向城市寻求后续发展时,政府要采取多种措施推进进城农民市民化,要改革完善包括户籍在内的各项制度安排,为进城农民可持续发展提供基本的保障安排和良好的外部条件。

The problem of countryside homestead circulation is an important content of rural economic and social reform development. Homestead circulation can promote the transfer of farmers from the first industry to the second and third industries, and promote the fast development of new urbanization. When farmers turn to the city as the subsequent development, the government should take various measures to promote their transformation into urban inhabitants, reform and perfect the institutional arrangements, including the household registration and so on, to provide basic security arrangements and favorable external conditions for the farmers in city to get a sustainable development.
